When the probationary party members are ready to go, the party branch should discuss in a timely manner whether he can be converted into a formal party member. It is not allowed to have any special party members who do not participate in the party's organizational life and do not accept the supervision of the masses inside and outside the party.

 

Article 9 Party members have the freedom to quit the party. When a party member asks to quit the party, he should declare his delisting after discussion at the branch meeting and report it to the higher party organization for record.

 

Party members lack the will to revolution, do not fulfill the obligations of party members, and do not meet the conditions of party members. The party branch should educate him and ask him to correct it within a time limit. If there is still no change in education, he should be persuaded to quit the party. Advising party members to quit the party should be discussed and decided by the branch meeting and reported to the higher party organization for approval. If the party members who are advised to quit the party insist on not retreating, they should submit it to the branch meeting for discussion and decide to remove him and report it to the higher party organization for approval.

 

Party members are considered to be self-detached if they do not participate in the party’s organizational life for six months without proper reasons, or do not pay party fees or do not do the work assigned by the party. Chapter II Party Organization System

All major issues must be discussed collectively by the party committee in accordance with the principles of collective leadership, democratic concentration, individual brewing, and meeting decisions; committee members must perform their duties in accordance with collective decisions and division of labor.

 

(6) The party prohibits any form of personal worship. It is necessary to ensure that the activities of the party’s leaders are under the supervision of the party and the people, while preserving the prestige of all leaders who represent the interests of the party and the people.

 

Article 11 The representatives of the Party's congresses at all levels and the creation of the committee shall reflect the will of the electors. The election was conducted by secret ballot. The list of candidates must be fully discussed by party organizations and electors. Formal elections can be conducted directly by using the difference between the number of candidates and the number of candidates. It is also possible to use the differential election method for pre-selection, to generate a list of candidates, and then to conduct a formal election. The elector has the right to know the candidate, to change the candidate, to choose no candidate and to choose another. No organization or individual may force an elector to elect or not elect a person in any way.

Article 12 The central and local committees of the Party convene a meeting of representatives when necessary to discuss and decide on major issues that need to be resolved in a timely manner. Article 13 Any new organization that establishes a party or revokes the original organization of the party must be decided by the party organization at a higher level.

The Party’s central and local committees may send representative offices.

Article 14 When the leading organs at all levels of the Party make decisions on important issues related to the organization at the lower levels, they shall, under normal circumstances, seek the opinions of the lower-level organizations. Article 15 With regard to major national policy issues, only the Party Central Committee has the right to make decisions. Party organizations of various departments and localities may make recommendations to the Central Committee, but they may not make decisions and make public opinions.

If the subordinate organization believes that the decision of the superior organization does not conform to the actual situation of the region or the department, it may request a change; if the superior organization insists on the original decision, the subordinate organization must implement it, and may not publicly express different opinions, but has the right to go one step further. If it exceeds the scope of the party organization's decision, it must submit the party organization to discuss and decide, or ask the higher party organization. No leader is allowed to exercise personal arbitrariness and put individuals above the organization.

 

Article 17 The central, local and grassroots organizations of the party must attach importance to party building, and regularly discuss and inspect the party's propaganda work, education work, organization work, discipline inspection work, mass work, and united front work. Chapter III Central Organization of the Party

 

Article 18 The National Congress of the Party shall be held every five years and shall be convened by the Central Committee. If the Central Committee considers it necessary, or if more than one-third of the provincial-level organizations make a request, the National Congress may be held in advance; if there is no extraordinary situation, it may not be postponed.

 

The quotas and election methods for representatives of the National Congress are decided by the Central Committee.

Article 21 The Central Committee of the Party shall serve for a term of five years. If the National Congress is held in advance or postponed, its term of office will change accordingly. Members of the Central Committee and alternate members must have a party age of more than five years. The number of members of the Central Committee and alternate members shall be determined by the National Congress. Article 27 The plenary meetings of the local party committees at all levels shall elect the standing committee, the secretary and the deputy secretary, and report to the committee of the higher party for approval. Chapter VII Party Discipline

Party organizations must strictly enforce and maintain party discipline, and party members must consciously accept the discipline of the party.

Party members who seriously violate the criminal law must expel the party membership.

Article 40 Disciplinary action against party members must be discussed and decided by the branch meeting, and reported to the party's grassroots committee for approval; if the issues involved are more important or complicated, or the party members are dismissed from the party, they should be reported to the county level in different situations. Article 44 The main tasks of the party's disciplinary inspection committees at all levels are: safeguarding the party's articles of association and other party's internal regulations, checking the party's line, principles, policies, and resolutions, and assisting the party's committees in strengthening party style construction and Organize and coordinate anti-corruption work.

Disciplinary inspection committees at all levels should regularly observe disciplined education for party members, make decisions on safeguarding party discipline, supervise the exercise of powers of party members and leading cadres, and examine and deal with party organizations and party members in violation of party regulations and other party regulations. Important or complicated cases, decide or cancel the punishment of party members in these cases; accept the complaints and appeals of party members; protect the rights of party members.

 

Disciplinary inspection committees at all levels shall report the problems and the results of the handling of particularly important or complicated cases to the committees of the same party. The local party's local disciplinary inspection committee and the grassroots disciplinary inspection committee shall report to the higher level disciplinary inspection committee at the same time.

 

Disciplinary inspection committees at all levels have found that members of the party committee at the same level have violated the party's discipline. They may conduct preliminary verification first. If they need to file a case, they should report to the party committee at the same level for approval. If they are involved in the standing committee, they should report to the same level. The party committee is later approved by the higher-level discipline inspection committee.

 

Article 45 The superior disciplinary inspection committee has the power to inspect the work of the lower-level disciplinary inspection committee and has the power to approve and change the decisions made by the lower-level disciplinary inspection committee on the case. If the decision of the subordinate disciplinary committee to be changed has been approved by its party committee of the same level, the change must be approved by its upper party committee.

 

If the Party’s local disciplinary inspection committees and grassroots disciplinary inspection committees have different opinions on the decision of the party committee at the same level to handle the case, they may request the higher-level disciplinary inspection committee to review it; if the party committee of the same level or its members is found In the case of violating the party's discipline, when the committee of the party at the same level does not give a solution or does not give a correct solution, it has the right to appeal to the higher-level disciplinary inspection committee and request assistance.

 

Chapter IX Party Group

 

Article 46 Party organizations may be established in the leading organs of central and local state organs, people's organizations, economic organizations, cultural organizations and other non-party organizations. The party group plays a leading role. The tasks of the party group are mainly responsible for implementing the party's line, principles, and policies; discussing and deciding major issues of the unit; doing a good job in cadre management; uniting party cadres and the masses, and completing the tasks assigned by the party and the state; And the work of party organizations directly under the unit.

 

Article 47 The members of the party group shall be determined by the party organization that approves the establishment of the party group. The party group shall have a secretary and may also have a deputy secretary if necessary.

 

The party group must obey the leadership of the party organization that approved its establishment.

 

Article 48 The state work department that exercises centralized and unified leadership over subordinate units may establish party committees, and the methods, functions, and tasks for the party committees shall be separately prescribed by the central government.

 

Chapter X Relationship between the Party and the Communist Youth League

 

Article 49 The Communist Youth League of China is a mass organization of advanced youth led by the Communist Party of China. It is a school for the majority of young people to learn socialism and communism with Chinese characteristics in practice, and is an assistant and reserve army of the party. The Central Committee of the Communist Youth League is led by the Party Central Committee. The local organizations of the Communist Youth League are led by the party committees at the same level, and are also led by the higher-level organizations of the Communist Youth League.

 

Article 50 The committees at all levels of the Party shall strengthen the leadership of the Communist Youth League and pay attention to the selection and training of the cadres of the regiment. The party must resolutely support the Communist Youth League to work in a lively and creative manner according to the characteristics and needs of the vast majority of young people, and give full play to the role of the group's commando team and the bridge between the youth.

 

The secretary of the committee at the county level and below the county level, and the secretary of the group committee of the enterprise and institution are members of the party and can attend meetings of the committees and standing committees of the party at the same level.
